The London extremely-minimal emission zone (ULEZ) is a “blunt instrument” that should be changed with smarter incentives that reward people for deciding on inexperienced transport choices, an air pollution expert has informed the London Assembly.
Simon Birkett, founder and director of Clean Air in London, advised the Assembly that he and Isabel Dedring – previous deputy London mayor for transportation less than Boris Johnson – had drawn up a approach for “vehicles to pay various amounts dependent on the time of day, where they are, and the high-quality and quantity of the fuel they burn”.
Birkett implies incentivising men and women to wander or cycle, arguing that schemes these as ULEZ and the congestion cost are “primitive” in the way they charge motorists for driving “100 yards into a zone”.
Metropolis Corridor has explained it will examine changing the capital’s current charging zones by 2030, but MyLondon stories that Birkett thinks this could be carried out speedier.
“I’d like to get a determination from the mayor to introduce a greater, more powerful, fairer, smarter scheme. The natural beauty of it is that you could truly fork out people to stroll or cycle,” he explained.
Dr Ian Mudway from Imperial College or university London not only seconded Birkett and Dedring’s program, but named for it to be expanded to a nationwide level.
